DEVELOPMENT, THE BOARD APPROVED COUNTRY PROGRAMMES FOR
RWANDA, ZAMBIA AND BOLIVIA, WITH A TOTAL COMMITMENT OF USD
(U.S. DOLLARS) 116.3 MILLION. A COUNTRY STRATEGY OUTLINE
(CSO) WAS APPROVED FOR ETHIOPIA. BUDGET INCREASES FOR THE
DOMINICAN REPUBLIC, HAITI, LAOS AND RWANDA, VALUED AT USD
14.6 MILLION, PREVIOUSLY APPROVED BY THE EXECUTIVE DIRECTOR,
WERE ENDORSED BY THE BOARD.

2. PROTRACTED RELIEF AND RECOVERY (PRRO) OPERATIONS FOR
AZERBAIJAN, ALGERIA, ANGOLA (ON THE CONDITION OF REVISIONS)
AND COLOMBIA, VALUED AT USD $28.6 MILLION, WERE ALSO
APPROVED. THE BOARD ENDORSED A BUDGET INCREASE OF USD 1.44
MILLION FOR BANGLADESH (ROHINGYA REFUGEES), AS PREVIOUSLY
APPROVED BY THE EXECUTIVE DIRECTOR. THE NEW EMOP FOR THE
PALESTINIAN TERRITORY WAS DISCUSSED AT LENGTH BY THE BOARD.

3. A NUMBER OF WFP OPERATIONS ARE FACING IMMEDIATE PIPELINE
BREAKS. WITH A SCARCE (NON-U.S.) RESOURCING PICTURE AND WITH
A MAJOR SOUTHERN AFRICA HUMANITARIAN CRISIS ON THE HORIZON,
WE FORESEE A "TRIAL BY FIRE" SUMMER FOR THE NEW EXECUTIVE
DIRECTOR AND HIS TEAM. END SUMMARY.

25.7 MILLION (125,000 METRIC TONS); RWANDA, USD 19.9 MILLION
(37,394 MTS); AND ZAMBIA, USD 24.9 MILLION (51,249 MTS). THE
BOLIVIA AND ZAMBIA APPROVALS ARE FOR FIVE YEARS; RWANDA IS
FOR FOUR YEARS.

5. A COUNTRY STRATEGY OUTLINE (CSO) WAS APPROVED FOR
ETHIOPIA. MOREOVER, THE EXECUTIVE DIRECTOR, WITHIN THE SCOPE
OF HIS PROGRAMMING AUTHORITY, APPROVED THE FOLLOWING BUDGET
INCREASES: DOMINICAN REPUBLIC (VULNERABLE GROUPS INFECTED
WITH HIV/AIDS, USD 3.85; LAOS (PRIMARY EDUCATION SUPPORT),
USD 5.9 MILLION; RWANDA, (HIV/AIDS-AFFECTED HOUSEHOLDS), USD
3.2 MILLION; HAITI (SUPPORT TO HIV/AIDS PROGRAM), USD 1.6
MILLION; AND 15 SMALLER PROJECTS WITH A TOTAL COST TO WFP OF
USD 10.1 MILLION.

6. INCREASINGLY, WFP IS FOCUSSING ITS DEVELOPMENT PORTFOLIO
ON SOCIAL SAFETY NET INTERVENTIONS SUCH AS MOTHER-CHILD
HEALTH CARE AND PRIMARY SCHOOL FEEDING. DESPITE SUBSTANTIAL
EFFORTS TO IMPROVE ITS DEVELOPMENT EFFORTS, HOWEVER,
DEVELOPMENT CONTRIBUTIONS TO WFP CONTINUE TO DECLINE. IN

DEVELOPMENT FUNDING A DECADE AGO WAS ALMOST USD 1 BILLION.
END NOTE.

7. OPERATIONAL REQUIREMENTS FOR THE DEVELOPMENT PORTFOLIO
FOR 2002 ARE CALCULATED AT USD 434 MILLION. AS OF MAY 15,
CONFIRMED CONTRIBUTIONS FOR DEVELOPMENT WERE USD 61.9
MILLION (14 PERCENT OF REQUIREMENTS).

8. IT IS UNLIKELY THAT THIS DOWNWARD TREND IN DEVELOPMENT
WILL BE REVERSED INSOFAR AS A NUMBER OF MAJOR DONORS HAVE
MADE A POLICY DECISION NOT TO CONTRIBUTE TO WFP’S
DEVELOPMENT PROGRAM. USDEL ASKED THAT WFP ONCE AGAIN FOCUS
ON THE KEY RECOMMENDATION OF THE 1994 TRIPARTITE EVALUATION
OF WFP (NORWAY, THE NETHERLANDS, AND CANADA) WHICH SUGGESTED
THAT WFP REDUCE THE NUMBER OF COUNTRIES IN WHICH THE PROGRAM
FUNCTIONS TO ABOUT 50. WE FURTHER SUGGESTED THAT THE MINIMUM
THRESHOLD FOR WFP’S DEVELOPMENT PORTFOLIO FOR A COUNTRY BE
ESTABLISHED AT USD 2 MILLION/ANNUM.

9. WFP’S PROTRACTED RELIEF AND RECOVERY OPERATION (PRRO) FOR
AZERBAIJAN (10168) - TARGETED FOOD ASSISTANCE FOR RELIEF AND
RECOVERY OF DISPLACED PERSONS AND VULNERABLE GROUPS IN
AZERBAIJAN, FROM JANUARY 2003 THROUGH DECEMBER 2005,
COVERING 430,500 BENEFICIARIES - WAS APPROVED BY THE BOARD.
THE TOTAL COST TO WFP IS USD 20.16 MILLION. PRESENTLY 10
PERCENT OF AZERBAIJAN’S POPULATION OF EIGHT MILLION ARE
UNCLASSIFIED

THE IDPS ARE ADJUDGED VULNERABLE AND PARTICIPATE MINIMALLY
IN THE ECONOMY.


ALGERIA PRRO/SAHWARI REFUGEES


10. ALGERIA 10172.0 - ASSISTANCE TO WESTERN SAHARA REFUGEES
(SEPTEMBER 2002-AUGUST 2004), COVERING 155,430
BENEFICIARIES, WITH A TOTAL COST TO WFP OF USD 29.76
MILLION, WAS APPROVED BY THE BOARD. ALGERIA RAISED THE ISSUE
OF SERIOUS UNDER-FUNDING AND IMMINENT BREAKS IN THE FOOD
ASSISTANCE "PIPELINE" DURING 2002. WFP POINTED OUT THAT
MALNUTRION RATES ARE HIGH: AN ESTIMATED 13 PERCENT OF
CHILDREN UNDER FIVE ARE ACUTELY MALNOURISHED AND 35 PERCENT
SUFFER FROM STUNTING. ABOUT 44 PERCENT OF CHILDREN UNDER
FIVE AND MORE THAN 48 PERCENT OF WOMEN SUFFER FROM ANAEMIA.

CONFIRMED TO THE WFP EXECUTIVE DIRECTOR THAT THE GOA WOULD
ALLOW WFP TO OPEN AN OFFICE IN TINDOUF. MOROCCO QUESTIONED
THE NUMBER OF BENEFICIARIES INSCRIBED IN THE PROGRAM AND
WARNED AGAINST WFP-SUPPLIED FOOD BEING USED FOR "POLITICAL
PURPOSES."

VIOLENCE IN COLOMBIA (IDPS), JANUARY 2003 THROUGH DECEMBER
2005, WITH A TOTAL COST TO WFP OF USD 25.9 MILLION (71,523
MTS, 77 PERCENT WHEAT), WAS APPROVED BY THE BOARD. COST TO
GOVERNMENT OF COLOMBIA IN SUPPORT OF THIS PROJECT IS
ESTIMATED AT USD 22.07 MILLION. BENEFICIARIES APPROXIMATE
375,000 PER YEAR.

14. USDEL COMMENTED THAT WFP’S RESPONSE NEEDED TO BE
FLEXIBLE ENOUGH TO ACCOMMODATE CHANGE AND AGILE ENOUGH TO
RECOGNIZE AND SEIZE FEASIBLE OPPORTUNITIES AS THEY OCCUR.
MOREOVER, THE DONOR BASE NEEDED TO BE EXPANDED BEYOND THE
PRESENT TWO DONORS (U.S. AND JAPAN).

INDIRECT CONTRIBUTIONS (JET FUEL SUBSIDY, AIRPORT
LANDING/PARKING, NAVIGATION FEES AND PORT CHARGES) FROM THE
GOVERNMENT OF THE REPUBLIC OF ANGOLA (GRA) ARE ESTIMATED AT
USD 67.5 MILLION OVER THE LIFE OF PROJECT. A DIRECT GOA
CONTRIBUTION TO WFP OF USD 2 MILLION REMAINS UNDER
DISCUSSION. BENEFICIARIES APPROXIMATE 1.16 MILLION. NOTE:

17. USDEL STRESSED IMPROVED TARGETING THROUGH: A) AN
IMPROVED VULNERABILITY ASSESSMENT SYSTEM; 2) AN ENHANCED
REGISTRATION SYSTEM TO ALLOW REGULAR CASELOAD VERIFICATION;
AND 3) A MORE ELABORATE M&E SYSTEM, INCLUDING POST-
DISTRIBUTION MONITORING, ESPECIALLY IN LIGHT OF THE WEST
AFRICA REPORT ON SEXUAL EXPLOITATION. USDEL FURTHER
SUGGESTED AN INCREASE IN TRAINED AND EXPERIENCED STAFF AND
MET SEPARATELY WITH THE NEW WFP COUNTRY DIRECTOR-DESIGNATE
FRANCISCO ROQUE CASTRO ON KEY ISSUES. INTER ALIA, USDEL
ENCOURAGE WFP TO IMPROVE ITS COORDINATION, TRANSPARENCY, AND
INFORMATION FLOW WITH ITS NGO PARTNERS TO ACHIEVE BETTER
PROGRAMMING.

18. FINALLY, USDEL NOTED THAT THE CURRENT PRRO (APRIL 2001-
JUNE 2002, USD 167.6 MILLION, 228, 782 MTS) WAS ONLY 71
PERCENT FUNDED AS OF MAY 15. USDEL URGED THE GRA—NOW THAT
THE WAR HAS ENDED—TO RE-DIRECT A PART OF ITS DEFENSE BUDGET
TO PROVIDING SOCIAL SERVICES TO ITS POPULATION. THE GRA WAS
STRONGLY ENCOURAGED TO MAKE SUBSTANTIVE CASH CONTRIBUTIONS
TO WFP’S NEW PRRO FOR THE LOCAL/REGIONAL PURCHASE OF
COMMODITIES TO SUPPORT ITS POPULATIONS IN NEED. THIS
SENTIMENT WAS ENDORSED BY BOTH THE NETHERLANDS AND ITALY.

19. COMMENT: USDEL MET WITH MINISTER KUSSUMA PRIVATELY FOR
AN HOUR ON THE SUBJECT OF ENHANCED GOA FUNDING THROUGH WFP

AND A CLEARER DEFINITION OF THE UN’S MANDATE/ROLE IN THE
DEMOBILIZATION PROCESS. ON FUNDING, KENYA’S CONTRIBUTION TO

21. THE JOINT INSPECTION UNIT (JIU) WAS ESTABLISHED BY THE
UNGA IN 1966. IT EVALUATES WHETHER ACTIVITIES UNDERTAKEN BY
"PARTICIPATING ORGANIZATIONS" ARE CARRIED OUT IN THE MOST
ECONOMICAL MANNER, ENSURING THAT OPTIMUM USE IS MADE OF
RESOURCES AVAILABLE FOR CARRYING OUT THESE ACTIVITIES. THE
BOARD APPROVED A REPORT ON THE DEVELOPMENT OF A WFP FOLLOW-
UP SYSTEM FOR JOINT INSPECTION UNIT (JIU) REPORTS. THE BOARD
REQUESTED THAT THE WFP SECRETARIAT KEEP IT INFORMED OF
DEVELOPMENTS IN THE SYSTEM’S APPLICATION. THE BOARD ALSO
APPROVED THE RECOMMENDATIONS OF ONE JIU 2001 REPORT
"ENHANCING GOVERNANCE OVERSIGHT ROLE: STRUCTURE, WORKING
METHODS AND PRACTICES IN HANDLING OVERSIGHT REPORTS," OF
PARTICULAR RELEVANCE TO WFP.

22. UNDER OTHER BUSINESS A NUMBER OF ISLAMIC COUNTRIES,
PAKISTAN, SYRIA, EGYPT, IRAQ, SAUDI ARABIA, ETC., ASK FOR A
FULL BRIEFING ON WFP’S RESPONSE (ACTUAL AND PLANNED) IN THE
PALESTINIAN TERRITORY, CITING IN THEIR VIEW AN EXTREME
HUMANITARIAN CRISIS AMONG THE PALESTINIAN CIVILIAN
POPULATION.

23. WFP ANNOUNCED THAT IT HAD CONSOLIDATED A PREVIOUSLY
ISSUED EMERGENCY EMOP OPERATION (10072) AND A PROTRACTED
RELIEF AND RECOVERY (PRRO) OPERATION (6214) UNDER A NEW EMOP
(10190) FROM MAY-DECEMBER 2002 TO ASSIST 500,000

BENEFICIARIES, VALUED AT USD 18.29 MILLION (41, 217 MTS).
THE EMOP WILL TARGET THE MOST VULNERABLE AMONG THE NON-
REFUGEE POPULATION, I.E., CHILDREN UNDER FIVE,
EXPECTANT/NURSING WOMEN, THE ELDERLY AND PATIENTS IN
HOSPITALS AND SOCIAL INSTITUTIONS SUCH AS ORPHANAGES AND
NURSING HOMES. IN ADDITION TO RICE, WHEAT FLOUR AND PULSES,
WHEAT SOY BLEND AND HIGH-ENERGY BISCUITS HAVE NOW BEEN ADDED
TO THE FOOD BASKET. IF CASH CONTRIBUTIONS ARE RECEIVED, WFP
IS LOOKING AT LOCAL PURCHASES (HAIFA).

24. WFP HAS PROCURED THROUGH A STANDBY AGREEMENT WITH
SWEDISH RESCUE SERVICE A FLEET OF 8 TRUCKS/CREWS THAT
ARRIVED IN COUNTRY MAY 19/20 AND WERE CLEARED THROUGH
CUSTOMS ON MAY 24. THIS WILL BE FUNDED THROUGH A SPECIAL
(SO) OPERATIONS APPEAL VALUED AT USD 1.62 MILLION TOWARDS
WHICH SWEDEN HAS CONFIRMED A CONTRIBUTION OF USD 1 MILLION.
MOREOVER, WFP IS ENHANCING ITS STAFFING CAPABILITIES TO
ENSURE BETTER MANAGEMENT AND COORDINATION OF FOOD-AID
DISTRIBUTIONS. AGAINST THE TARGET OF 500,000 BENEFICIARIES,
WFP IS HOPEFUL OF EFFECTIVELY REACHING 320,000 BY THE END OF
MAY.

25. THROUGH MID-MAY 2002 CONTRIBUTIONS TO WFP EQUAL USD 601
MILLION, WHICH AMOUNTS TO COVERAGE OF 31 PERCENT OF OVERALL
REQUIREMENTS. WHAT THIS MEANS SIMPLY IS THAT A NUMBER OF WFP
OPERATIONS ARE FACING IMMEDIATE PIPELINE BREAKS. FROM
JANUARY THROUGH MAY 10 WFP HAS APPROVED THE USE OF USD 17.3
MILLION IN FUNDS FROM ITS IMMEDIATE RESPONSE (IRA) ACCOUNT
TO MEET URGENT REQUIREMENTS FOR 12 EMOPS AND PRROS. AND NOW,
WITH A MAJOR SOUTHERN AFRICA HUMANITARIAN CRISIS ON THE
HORIZON, IT IS EXPECTED TO BE A "TRIAL BY FIRE" SUMMER FOR
THE NEW EXECUTIVE DIRECTOR AND HIS TEAM.
